This waterfront site fronting the Allegheny River is a consolidated industrial property known as the URA Parcel #16. The northern one third of the site was previously occupied by the B&O Railroad freight warehouse, constructed in the early 1900s and demolished in the 1970s. The remainder of the site was occupied by railroad tracks and a paved roadway (former River Avenue). The site was last used as an asphalt-paved parking lot whose surface falls generally south from elevation 721' at the base of the retaining wall along Isabella Street to average elevation 717' near the top of the existing river bank. The normal pool level of the river is elevation 710' as controlled by the Emsworth Dam about seven miles downstream. Federal floodway line falls onto the site. The 100 year flood level is at elevation 730.4'. Height limit for the district is 105' above Isabella Street.
